DRC strengthens Eurobond monitoring framework with UNDP support

Washington DC, April 18, 2026 — In the context of monitoring the issuance of its first Eurobond, the Minister of Finance, Doudou Fwamba Likunde Li-Botayi, held a working session with Ms. Ahunna Eziakonwa, UNDP Deputy Secretary-General and Director of the Regional Bureau for Africa.

The discussions focused on UNDP's support in establishing a reporting and monitoring framework related to the Eurobond. This mechanism will primarily be geared toward the rigorous tracking of selected projects, to ensure optimal, transparent, and effective execution of the mobilised resources.

PDL-145 Territories programme

The meeting also provided an opportunity to review the progress of the PDL-145 Territories programme, a flagship government initiative aimed at reducing territorial inequalities and bringing basic social services closer to the population.

Significance for bondholders

The establishment of an independent monitoring framework, backed by UNDP institutional oversight, strengthens transparency commitments to international bondholders and multilateral partners. It provides structured accountability on the use of proceeds from the DRC's inaugural market access.
